Harrison Lobdell, III, M.A.
Harrison Lobdell III – known as “H” – graduated from the U.S. Military Academy in 1969 and served 30 years as a regular Army officer, rising to the rank of colonel. His assignments as an infantryman commanded all levels, including infantry brigade, and staff assignments culminating with assignment as Chief of Staff, 25th Infantry Division. He developed an extensive background in command and control, planning, training, and force protection, including chemical, biological and radiological protection.
Lobdell joined the National Emergency Response and Rescue Training Center in 2001 where he began as an instructor and program manager for the Executive Programs. His programs included the Senior Officials Workshop and the Mayoral Institute for Weapons of Mass Destruction and Terrorism Response Seminar. In November 2003, he became the director of operations for National Emerging Response and Rescue Training Center (NERRTC), providing oversight over all operational branches of the organization.
In May 2004, Lobdell was named the director of NERRTC and since assuming leadership of the division, NERRTC has more than doubled in size, and has continued to expand its operations into jurisdictional, critical infrastructure and communications interoperability exercises, numerous new technical assistance deliveries, public health training and exercises, and the Joint Program Guardian for the Department of Defense. Additionally, the organization was appointed to be the agent for the state of Texas to manage Weapons of Mass Destruction and other all-hazards Homeland Security-related training and exercises within the state.
NERRTC’s most recent efforts to expand its service have been in the public health arena, both inside and outside of Texas. Working with the Department of State Health Services, NERRTC designed and conducted the state’s Strategic National Stockpile (SNS) reception exercise, which is the certifying event allowing the state to receive the SNS. Additionally, NERRTC has assisted states such as Maryland, Oklahoma and Hawaii by delivering pandemic flu planning support, pandemic flu exercises, and other public health related training and exercises.
